What is a non-regulating 27mm clip-on adapter for?

It provides a 27mm clip-on connection to a propane bottle without regulating the pressure — for appliances that already have their own built-in regulator and just need to connect to the bottle. Its outlet is a 21.8 left-hand fitting.

Do I still need a regulator if I use the non-regulating adapter?
